Directors’ Meeting
May 18, 2004
The meeting was called to order at 7:15 by Jim Terry, President.
Board Members present: Jim Terry, David Seitz, Rosemary Terry, Joe Bradford, and Vonderri Morris
Board Member absent was Alisa Gaultney
Property Manager: Lois Brown
Visitors: Carolyn Glazik and Dick Clem, landscaping committee chairman
Reading of the Previous Minutes: The minutes of the previous meeting were read and approved with one typographical error to be corrected.
Treasurer’s Report: The treasurer was absent and no report was presented.
Property Manager’s Report: Lois Brown presented Jim and David with the form to sign to have their names added to the checking account. Lois will take the form to Alisa to sign. Lois read the financial report. The ending cash balance from the month of March was $20,390.39. Outstanding expenses total $1,790.00. Total income for April was $8,425.00 bringing the total cash balance to $27,390.39. Cash reserve from the six month CD is $18,162.74 bringing the total balance to $45,553.13. Several questions concerning the set-up of operating expenses were presented to Lois. There was an error in the amount of $1990.00 that was supposed to be transferred from the current certificate of deposit into the operating account for maintenance. Lois will make the transfer of funds. She explained a budget is given to the landscaping chairman for monthly maintenance of the subdivision property. The budget is broken down into separate services but Dick Clem, landscaping chairman, draws from the total amount as needed.
Lois announced the organization will establish a capital budget account. She was asked what taxes we pay. We pay property taxes on the common area. The taxes are assessed each year and we are given notice to pay by October 1. The taxes are past due if not paid by December 31. The total taxes are between $200.00 and $300.00 per year. We pay liability in the amount of $2000.00. Lois is an independent contractor and her fee is paid in December.
Architecture Committee Report: There was no architecture committee report. Jim will call Ed Ditto to find out if the fences were approved for 124 Champions Green Drive and 200 Greensprings Lane. Ed will be asked to approve or disapprove the fence that has been constructed at 204 Bridgeway Circle.
Landscaping Committee Report: Dick Clem, landscaping committee chairman, gave the report. All repairs at the entrance of the subdivision are finished. The irrigation system works but is on a double cycle instead of a single cycle. Alisa will have three more pallets of sod delivered Tuesday or Wednesday for the bad spot in the median. The subdivision is using water from a meter in Keith Ryan’s yard to water the new sod. Complaints have been made about the weeds and growth around the lake and the high grass in the common area on Bridgeway Circle. Dick is going to tell the Cut Above service people to do a better job. Dick will trim the willow tree in the small pond, the Bradford pear trees and he will trim the shrubs. Dick was asked if he replenishes the fish in the ponds. The ponds were checked several years ago and it was determined that no replenishing of fish was necessary to keep the pond clean. Gloria Richardson has a key to the storage shed and Dick has two of the keys. Dick will give copies of the specifications and terms for contracts and companies for the landscaping of the subdivision to the board members. Dick passed out copies of the landscape maintenance contract and the front entrance maintenance contract to the board members.
Social Committee Report: There was no report.
Welcome Committee Report: Rosemary reported there are four houses for sale by realtors and two for sale by owners. Sharon Ditto, committee chairman, is up-to-date on giving gifts to newcomers. She is notifying realtors about our policy of insuring that they know about our covenant.
Old Business: A lien letter at a charge of $2.00 per letter will be sent June 1 by Holloway Credit Services to home owners who have not paid their dues. One delinquent homeowner has paid the current and past dues because he attempted to refinance his home and had to clear the lien on his property.
Jim Terry visited all home owners in Harpers Hop with property bordering the common area behind the new construction on Hughes Road. He extended the offer that if they will join together and pay for a survey of the common property and agree to pay all legal fees, the Bradford Farms Subdivision Board of Directors will deed the property to them. Jim gave them a postcard with his name, address, telephone number and the date of the homeowners meeting. He received no response.
New Business: A request for a new board member will be placed in the next Bradford Farms Homeowners’ Newsletter.
Carolyn Glazik was reimbursed for a $20.00 advertisement in the Huntsville Times for the community wide garage sale. Joe Bradford will place appropriate signs at the entrance to the subdivision. Vonderri suggested we add a line item 5001a to the budget for advertising expenses. The board voted to approve the item and agreed on $300.00 for this year.
Jim presented a financial spreadsheet explaining the percentage of funds spend to date. Lois asked to have a copy of the program.
Several letters were presented to the board for approval. The letters were approved with corrections. The corrected letters will be mailed to the board members for a final critique.
