Board of Directors Meeting

March 15, 2005

 

The meeting was held at the Madison Assembly of God Church and was opened at 6:00.

 

Board Members Present:  Jim Terry, David Seitz, Rosemary Terry, and Alisa Gaultney.

 

Board Members Absent:  Dick Clem and Paul Hurst

 

Property Manager Present:  Lois Brown

 

Visitor Present:  Rik Holeman

 

Property Manager’s/Treasurer’s Report:  The capital maintenance CD’s balance is approximately $19,061.34.  The current cash balance is $26,666.71.  The amount of $6,346.00 will be deposited this week bringing the cash balance to $33,012.71.  Holloway Credit Bureau collected past dues on a home owner in the amount of $810 and another home owner in the amount of $325.00.  Lois received a tax notice February 16 for the common area property of Bridgeway subdivision and the common area of Bridgeway of the Villages of Madison.  The tax bill will be paid.  However, the common property was never transferred from Breland to Bradford Farms.  Lois is working with Breland’s attorney to have this accomplished.

 

Architecture Committee Report:  None

 

Landscaping Committee Report:  Alisa reported the weed service has been done but because of the rain, it was not effective.  She is waiting for Dick to give her a map of the common areas of the subdivision so that she can be sure the landscaping company is doing their job.  David also asked for a map.  Jim has a map with most of the areas marked.  He will copy it and give them a copy.

Old Business:

 

On March 1, Lois mailed eighty-seven letters to homeowners for past due fees.

 

Bradford Farms Homeowners Association won the suit between the association and Buck Gosnay. 

 

The bank card for 2005 is at the bank and has been corrected.  Designated board members need to go to the bank and sign. 

 

Dual signature checks will not be needed.  The current checks can be used with two people signing them.  When the current supply is exhausted, we can order dual signature ones.  All checks will be signed by either Jim Terry or Dick Clem and either Lois Brown or Alisa Gaultney.

 

The board voted unanimously for Dick Clem to purchase the six flags from his current source.  If he uses the new source, the flags will cost $129.00 each with a $300.00 set up fee for each flag design.

 

The sequence of remaining member fee notices for 2005 are: 

Past due with intent to place a lien on property – June 1, 2005

Lien has been placed letter – July 1, 2005

 

As a follow-up on last month’s vote to buy a picnic table and three garbage cans, Lois was asked what funds will be used for this.  She said she could use line item 2005 which is designated for signs and flags.

 

Jim will ask Bob Wagner if the city can post a Parking for Service Vehicles only sign where people are parking their vehicles with for sale signs on them.  This way, it may be possible for the city to give parking tickets for parking the vehicles there.  The board voted unanimously for Jim to request the sign. 

 

Bids were presented for the repair and painting of the walls at the entrance to the subdivision.  House Doctors Handyman Service bid $6,034.00 and Adams Home Repair bid $2,620.00.  The board voted to have Adams Home Repair do the job for $2,620.00.  The vote was unanimous.

 

A bid was submitted for painting of the gazebo.  The board asked for at least one additional bid be submitted.  Rik suggested we look at the roof to see if it needs cleaning or replacing.

 

Lois was asked what fund could be used for the repair of the walls.  She suggested using the money in the capital improvement CD.  She will pay for the work out of the homeowners account and transfer the money from the CD after the CD matures in June.  This will avoid any loss of interest or penalties.  The board voted unanimously to do this. 

 

The post office box card is now correct and designated board members can now collect the mail. 

 

New Business:

 

The board voted unanimously to accept Keith Ryan as a board member. 

 

Jim found a plan for a proposed park to be built by Breland Homes in 1996.  He presented copies of the plan to the board members.  He stated that it appears the board is building the park one piece at a time.  Jim asked for a vote from the board that no more furniture or items will be placed in the common area next to the lake until a majority vote of the homeowners has been taken to determine whether the homeowners want a park there.  The board unanimously voted that no more furniture or items will be placed in the common area next to the lake until the entire community is canvassed and a two-thirds vote from the residents vote to have a park there. 

 

A member presented a concern about the dumpster in front of a house at 101 Champion Greens Lane.  Jim made a call to the owner this week.  The homeowner informed Jim that the dumpster will be picked up this week.

 

A reminder was made to the board members that the minutes will be sent to each board member for approval, additions, and corrections.  A deadline for responses will be given.  If a member does not respond by the deadline, the secretary accepts this as approval.  After approval, the minutes will be posted on the home page.

 

Lois was asked what amount of funds changes the association from a non-profit organization to profit status.  She said the accountant will notify us when we are close.

 

Alisa has passed on the responsibility of data entry to Lois.  Lois is unable to edit the data base which Alisa provided to her.  Alisa will work with Lois on this problem.   

 

Jim expressed displeasure at the recent comments on the Speaking Out section of the home page.  People are posting anonymous complaints and then arguing and attacking others with unpleasant language.  The board unanimously voted to close the Speaking Out section.  Any legitimate complaints should be addressed directly to Bradford Farms Homeowners Association Board of Directors. The post office box address will be published on the speaking out page.  A statement will read that any concerns can be addressed in writing to the board of directors. 

 

Jim explained that there are three articles governing the Homeowners Association:

1.  The Articles of Incorporation of Bradford Farms Homeowners Association,

2.  The Declaration of Covenants and Restrictions of Bradford Farms, and

3.  The By-laws of Bradford Farms Association, Inc.

He asked that in the future, when someone makes a quote from the homeowners’ documents, that the correct document, paragraph and page number be cited.

 

In the January 18, 2005 meeting, the board approved quarterly mailings of the board minutes.  As soon as the March minutes are approved, Lois will make the quarterly mailing which will include the minutes of the January, February and March meetings.

 

Rik submitted the City of Madison’s project list for this year.  Jim will make copies for the board members who want a copy.

 

Jim made a statement that the money some residents and board members are speaking of as extra money is not extra and belongs to the members of the association.  The board members will direct the operations of the Homeowners Association and decide the best way to spend and conserve funds.  

 

The meeting was adjourned at 7:07 pm.
