Prior to the Bradford Farms Home Owners’ Association Board of Directors Meeting of July 20, 2004, several candidates for Madison Municipal Offices introduced themselves and spoke briefly to the members of the Bradford Farms Homeowners Association. The candidates present were Ray Bellenfant and Tommy Overcash, candidates for district 5 council seat, Bob Wagner (incumbent) and Tracy Lamm, candidates for district 7 council seat, Don Spencer, Chuck Yancura, and Sandy Kirkindall, candidates for mayor of Madison. A question and answer session followed.

The meeting was called to order at 8:00 by Jim Terry, President.

Treasurer’s/Property Manager’s Report: Deposits for July 20, 2004 totaled $1,380.75. Total expenses to date are $30,600.00. A homeowner has paid $100.00 toward back payment of dues. The board voted to allow him to pay this year’s dues first and then continue paying $100.00 per month until all dues have been paid if we receive a signed letter from him of his intentions. Another homeowner has asked to pay $50.00 per month until her dues are paid up. The board agreed to allow her to do this if we receive a signed letter from her of her intentions. A letter was received from Tom and Karen Murray 403 Barrington Hills Drive asking why they have not received a deed for the common property they purchased three years ago. Dick will locate the deed and report to Mr. and Mrs. Murray and the board of directors. Lois presented the board with the financial records for 2002 and 2003 that were prepared by our CPA. The charge was $870.00.
Architecture Committee Report: No report
Landscaping Committee Report: Dick asked permission to replace the metal garbage can in the gazebo with another can. The members agreed for him to do so. He brought up a discussion about what to do to make the oleanders look better. The board members suggested he consult with someone from the nursery for advice.

Old Business: Twenty people owe 2004 dues. One is making payments. Dues have not been paid for the vacant lots. Lois will send letters to the owners of lot 412 for dues for this year and lots 425 and 431 for dues for the past three years. Dick will find out who owns the lots at 123 and 124 Champions Green. He will ask the Realtors.
Lois will send a letter to homeowners who have not paid dues for this year. The letter will be a reminder that dues have not been paid. If the dues are not received by Aug. 10, 2004, a lien will be placed immediately on their property.
The board members voted for Lois to contact Holloway Credit Bureau to start phase two of collection of past due payments. Fourteen families owe past due payments.
Alisa will write a letter to a homeowner thanking him for his cooperation in sending a cancelled check to the board concerning the payment of his homeowner’s dues.
Joe Bradford was thanked by the board members for coordinating the meeting with Bob Wagner and Bob Attalo and the meeting with the candidates.
New Business: Bud Gosnay addressed the board because he intends to sue the Bradford Farms Homeowners in small claims court. He has lived in Bradford Farms since 2001 and has not paid his dues. He has placed his house in Bradford Farms on the market for sale. His issue is that he does not intend to pay his homeowners’ dues because he said the previous owner of the house told him he had not paid dues and the restrictions in the covenant are not being enforced. The treasurer presented records to him stating the previous owner did pay homeowners’ dues. Mr. Gosnay also stated his attorney at the closing of his house told him he did not have to join the association. Lois Brown, property manager, explained that he had been false information. The president read a letter that is being approved by the attorney for the association. The letter will be sent to all homeowners stating a table of fines will be levied on owners who have violations. The board is in the process of developing the list of fines, the amount of the fines, the method of payment and the consequences if the fines are not paid.
The treasurer will begin immediately using a duplicate receipt book for payments. The duplicate receipts will be used to maintain accurate records.
The board voted to reimburse Jim Terry for purchasing the Microsoft Access package for the treasurer’s use.
The board voted to have the electricity payments automatically taken out of the homeowner’s account. Lois will have this done immediately.
Carolyn Glazik will give the new data base to Alisa Gaultney.
Jim Terry suggested a sign up sheet should be posted at the end of year meeting which will include a request for email addresses of homeowners.
Carolyn suggested we find a way to notify the homeowners that we have a web page. Discussion will follow on this.
The next board meeting will be August 17, 2004.
