Board of Directors Meeting

January 18, 2005

 

The meeting was held at the Madison Assembly of God Church and was opened at 6:04 pm.

 

Board Members Present:  Jim Terry, David Seitz, Rosemary Terry, Alisa Gaultney, and Joe Bradford.

 

Board Member Absent:  Vonderri Morris

 

Property Manager Present:  Lois Brown

 

Visitors Present:  Bob Wagner, Tommy Overcash, Joseph Arriviello, Carol Nyberg, Richard Holeman, Richard Clem, Ed Ditto, Sharon Ditto, Paul Hurst, Gloria E. Richardson, Colleen Cunningham, Larry Cunningham, Mark Wilson, and Carolyn Glazik.

 

Jim Terry, president, thanked everyone for attending the meeting and he thanked The Madison Assembly of God pastor, Walter Smith and The Madison Assembly of God  congregation for being good neighbors and allowing the Homeowners Association to meet in their church for the entire year of 2005.

 

Jim read the accomplishments of the 2004 board of directors.  The accomplishments are as follows: 

 

The Bradford Farms Homeowners Board executed a door to door get out the message blitz in April 2004.  Members of the Bradford Farms Homeowners Association, Harper’s Hop, and Rainbow Subdivisions attended the City of Madison Council meeting on Monday April 12, 2004.  The number of attendees from these three areas was estimated to exceed 150 residents.  The main issue of discussion was the intended entrance into Bradford Farms Subdivision from the commercial area at the corner of Bradford Farms Drive and Hughes Road.  Due to the large turnout of home owners, the commercial entrance into the subdivision was denied and moved to Hughes Road.

 

Utility bills are now being paid by electronic funds transfer.  This method of payment has prevented past due charges.

 

The Bradford Farms Homowners’ Board employed a credit bureau and collection agency to collect past due debts.  This action reduced the number of non-paying property owners from 40 to 8.

 

Three bids were requested for landscaping services.  Turf Tamers, the low bidder, was selected for landscaping, fertilizing, and lawn care.

 

The entrance to the subdivision was re-landscaped.  The design and work improved the appearance from Hughes Road.

 

The Board was able to operate well within the budget and achieved a reduction in the homeowners fees for 2005.  The fees were reduced from $175 to $150 per year.

 

In addition, the board continued to work with city councilman Bob Wagner in obtaining the completion of  both the sidewalk on Bradford Farms Drive and the pedestrian crosswalk across Hughes Road.

 

Presentation by city councilmen:

 

Bob Wagner spoke first and stated the city council members are working well together.  The council has increased building fees for builders to pay for inspection fees.  The council is looking for ways to increase revenue.  There is a plan to put city hall back the way it was.  Because the police department is crowded, a capital improvement project is to have a new police department.  There is also a plan to have a new fire department.  The four stop signs at Wall Triana will be replaced with a permanent light in the next 2 weeks.  The council is having contractors do several needed small projects throughout the city.  A traffic light has been installed at Bob Jones High School.  Traffic is moving faster there with the light.  Balch Road is being extended and work will start in ninety days to make County Line Road four lanes.  The city is hiring a lobbyist to promote Madison and to obtain federal money for the city.

 

Dick Clem asked Bob to have the streets resurfaced in Greensprings Neighborhood.

 

Tommy Overcash is pleased with the work of the council.  He mentioned the city engineer resigned after Sandy Kirkendal took office as mayor.  A new engineer has been hired and is lining up projects.  He is planning to repave Slaughter Road.  An effort is being made to share the cost with the City of Huntsville.    

 

Reading of the minutes of the previous meeting: 

 

The minutes were approved via e-mail.

 

Treasurer’s/Property Manager’s Report:

 

The Bradford Farms Homeowners Association owns one CD for the amount of $13,161.34.

 

The cash balance at the end of December was approximately $14,000.00.  The $13,161.34 plus the $14,000.00 give the association a balance of approximately $27,161.34.     

 

Nine residents owe past homeowner’s dues.  One of the nine is now on a payment plan.  The total of these unpaid payments is $5,930.00.

 

Architecture Committee Report:  Ed Ditto, chairperson of the committee, reported there is no outstanding action at this time.  Rik Holeman volunteered to serve on the architecture committee.

 

Landscaping Committee Report:  There was no report.  Gloria Richardson volunteered to serve on the landscaping committee.

 

Social Committee Report:  There was no report.

 

Welcome Committee Report:  Sharon Ditto, chairperson of the committee, reported not many people are moving in at this time of year.  Gloria Richardson volunteered to serve on the welcome committee.

 

Maintenance Committee Report:  Dick Clem, chairperson of the committee, reported the board voted to replace three trash cans in the subdivision.

 

Old Business: 

 

1.  The 2005 budget was approved. 

2.  The trial date of February 15, 2005 at 2:00 pm was announced.  Mr. Buck Gosnay is suing the Bradford Farms Homeowners Association because at the closing of his Bradford Farms property when he bought his house, his attorney told him he did not have to pay homeowners dues.  He also claims failure of the Homeowners Association to enforce the covenants and restrictions within the subdivision made it difficult for him to sell his house.

3.  The sequence of member fee notices is as follows:

    60 days past due – March 3, 2005

    Past due with intent to place a lien on property – June 1, 2005

    Letter notifying a lien has been placed – July 1, 2005 

    Letter notifying a lien has been placed and the past due account will be sent to a              collection agency – July 8, 2005

 

Returning board members are Jim Terry, President, Rosemary Terry, Secretary, David Seitz, Vice President, and Alisa Gaultney, Treasurer.  An election of new board members was conducted.  New board members are Dick Clem and Paul Hurst.  The board has one vacancy that was not filled.

 

Jim thanked the board members who did not return for their service.  Those members were Joe Bradford, Vonderri Morris, and Peter Sullivan.

 

The annual meeting concluded at this time and a brief meeting of the new board members took place.  Officers were elected for the 2005 year.  The officers elected were:  Jim Terry, president, with one year to serve,  Dick Clem, vice-president, with two years to serve, Rosemary Terry, secretary, with one year to serve, and Alisa Gaultney, treasurer, with one year to serve.  David Seitz and Paul Hurst both have two years to serve.

 

New Business:

 

Jim Terry reported the City of Madison is responsible for dredging the ponds when necessary.

 

Lois Brown was told to obtain a new bank card for signatures for signing checks. 

 

The key for the church must be picked up after 10:00 the day of the homeowners meeting and the church must be locked when we leave.

 

The meeting was adjourned at 7:15 pm.

 

The next Bradford Farms Homeowners Meeting will be February 15, 2005 at The Madison Assembly of God church at 6:00 pm.
