Board of Directors Meeting
April 19, 2005
The meeting was held at the Madison Assembly of God Church and was opened at 6:00.
Board Members Present: Jim Terry, Rosemary Terry, David Seitz, Keith Ryan, Alisa Gaultney and Dick Clem
Board Member Absent: Paul Hurst
Property Manager Present: Lois Brown
Visitor Present: Tommy Overcash
Report of city councilman Tommy Overcash: The council has proposed a referendum on taxes. A new school board member will be selected in May. The city is working on a midyear budget review.
Mr. Overcash asked if the board members had any concerns. Dick Clem asked for sidewalks to be built in a few places in the subdivision and for a crosswalk to be put on Bradford Farms Drive.
Property Manager’s/Treasurer’s Report: Alisa and Lois are having difficulty using the data program. They will contact Mark Wilson for assistance.
The amount of the reserved fund CD is $19,061.34.
The total cash balance in the account is $44,051.14.
Twenty-eight homes have not paid fees.
The three lots have not paid fees.
Lois was told to bring the financial spread sheet every month to present to the board. She did not bring it.
She will present the quarterly report next month.
She will check with Holloway Credit Company to see if a collection can be made for one 2004 debt she overlooked.
Lois has received a copy of the deed for 10 Barrington Hills Drive. Alisa will make a copy of the deed and mail it to the Thomas Murray family.
Architecture Committee Report: none
Landscaping Committee Report: Some of the plants that were put in the flower bed died. Alisa will ask the nursery to replace them. The board voted to replace them with another type of plant if the nursery will not replace them. Because of the new construction on Hughes Road, some of the grass on the Bradford Farms property was killed. Mr. Overcash will ask the builder of the new buildings to replace the grass.
Welcome Committee Report: Linda Valentine will be leaving the community and Dick Clem will take her territory.
Old Business:
Dick and Alisa have not signed the bank card. This is the fourth month into the term of the board members.
A review of the sequence of member fee notices was given:
Past due with intent to place lien on property – June 1, 2005
Lien has been placed letter – July 1, 2005
The monthly minutes will be mailed out on July 1, 2005.
An e-mail was sent to Bob Wagner about people attempting to sell their cars by parking them at the entrance of the subdivision. Jim asked for no parking signs to be put at that spot.
Dick will continue to order flags from the company he has been using. He will order twelve Bradford Farms flags now and he will order American and Alabama flags as needed.
Repair of the entrance walls has begun. The work should be completed by the end of the week.
The board agreed to keep the Speaking Out section of the web page closed.
The HOA meeting minutes are sent to each officer via e-mail for additions and corrections.
Jim collected the post office keys from the board members who have one. He will turn them into the post office so that new keys can be made for people who are supposed to have them.
Dick Clem has found the regulations for a playground. He will keep them for future reference.
All board members present except Alisa voted to have Dick ask Kellum PCW, Animal Control, to take care of the muskrat problem. The animals are damaging the ponds.
Jim read a letter from Leon S. Gill, Sr. of 130 Champions Green Lane. Mr. Gill expressed the opinion that he would like to see the money that has accumulated in the homeowners account be refunded to the homeowners.
David Seitz asked for the total amount of excess funds and wants the board to make a decision at the next meeting as to what we will do with it.
The board voted unanimously to have a roofer do the roof work and a painter do the painting on the gazebo rather than have one person do all of the work. Rosemary will get separate multiple bids for both.
New Business:
Dick wants to install the trash cans himself. They have not been ordered.
Jim distributed copies of the duties of the board members.
Carolyn Glazik sent a copy of the Park Meadow homeowners’ web page. Jim pointed out the publication of addresses of homeowners who have not paid their fees. He will ask for discussion next month.
Rosemary suggested the board ask Bob Wagner how to dispose of the common property behind Harpers Hop Subdivision and the small areas of common property throughout the Bradford Farms Subdivision. Jim will send an e-mail to Bob.
The meeting adjourned at 7:40 pm.
The next meeting will be May 17, 2005.
